If you are SEL/Instrument, the ME can be MEI at the same time.
I went to school in Texas for my ME, and if I had been SEL/Instrument, I would have been MEI at the end.
As I recall, and it was some years ago, the requirement is that you do the ME checkride, and shoot one approach for the Instrument add on.
