Figured it out
What I normally do is hit the delete all button, then accept the ones that I want to accept. It turns out that if there are more than some number waiting for review, it only deletes the first page, not subsequent pages.
Now I know what to look for, this should not happen again. I know this, because it almost happened again today. Happy New Year to everyone.
