Fred,
It sounds like Skykings P337 must be a bit different. I have removed the bottom cowl of the boom and all it does is give you access to the fuel sumps. I have tried to look up above the sumps for a removable panel but I have not seen one. I believe this cowl on mine has 28 screws also. Thanks Jim
