skymstr02 is an unknown quantity at this point

That is the incorrect wheel assemby per Parker-Hannifan's web site:

http://www.parker.com/ag/WBD/Cleveland/pdf/WB01.pdf

It should be a 40-140A.

If you are inspecting the airplane, it does not meet the type design with that wheel on the axle.
