I looked around for a ladder and eventually bought a lightweight slim aluminium step ladder manufactured by Vulan Ladder model ES-3JKT. Working height is marked as 2ft-5.9in or 76cm. I bought it from Home Hardware in Canada, but I can't find it on-line. It looks similar to this one:

It's marked for indoor use, but I've found it to be stable outside on asphalt. It's just tall enough to install plugs in the rear engine inlet, work on the rear engine and refuel for an average height person. It weighs 10 lbs and fits compactly between the seats. See attached file below.

A full 6ft step ladder would be better, but there's usually one available to borrow at the fuel pumps. For me this was a good portable compromise.
