Unless they have changed you can buy the sticker when you clear customs back here in the states.

If your CBP sticker doesn't arrive in time just have a copy of the receipt that shows you purchased for 2019. I just came into the USA at Fort Pierce last week from Exuma and didn't have my sticker yet but US Customs didn't even ask about it. I had my receipt ready
