It's just a tube nipple made of aluminum. Maybe for like 3/4 inch hose I would guess. If you have a good welder that you work with they should be able to work it out. The longer part is on the inside of the cowl with a tapered end to allow the breather tube to slide on. It also has a ridge all the way around that will keep the hose clamp from coming off. Try McMaster Carr they may have a nipple similar to what you need of aluminum and then clean up the cowling and weld in the new one. The original may have been pressed in.

I have a photo that I think is on the forum of a mod that someone did that took the breather out the bottom of the engine nacelle instead of all over the prop. You might search breather on the site
