Before selling my 73P, I was using essentially the same settings (a bit more MP), and getting the same fuel flow. I was 75 rop on the first cylinder to peak (always cyl 5 or 6). I have (had) intercoolers (don't want to get into this flap again either) so I was running 2" below book MP to get about 65% power. My settings were 27" and 2400 RPM, my total fuel flow was between 24 and 25 GPH. I would flight plan 25 GPH and always use a bit less. With these settings, I would get about 10 knots below book TAS (had a TAS indicator on my airplane, never seen one before I bought the airplane), about 170 kts (185 mph indicated) at 12,000'. CHT was about what you describe in warm weather, less in really cold weather.
I believe I got lower than book TAS primarily because I had boots.
Man, brings back memories. Boy I had fun flying that airplane. You that still have one, count your blessings every flight...
