Ed, I think it’s a matter of perspective. AC 23-27 was written for owners of GA aircraft. Air carrier certificate holders operating under Part 135 are not “owners of GA aircraft.”
The air carrier has authorization to return to service a part (including fabricated parts) under the authority of their Certificate (and all the process controls that come with it).
The typical Cessna GA owner doesn’t have that authority without AC 23-27.
