Hello. NO! First of all this is not a doubler it's a patch, and not a very good on to boot! There is NO proper spacing between the rivets and the edge distance (the distance between the sheetmetal edge and the center of the rivet) looks short. Someone probably removed a transponder antenna and put that ugly patch on to cover the hole. Not to toot my own horn the above description is the knowledge of 20 plus years of aircraft sheetmetal experience.
