What do you guys consider full tanks?
 
We don't have tabs and the collars for the cap aren't deep either.

What exactly do you guys consider full? Touching the collar? An 1" below it? An 1/8" below it? A 1/2" below the collar?

The best measurements I've been able to make with most Cessna tanks is that they are "full" (holding rated capacity) when the next ounce makes it overflow. If you think about it from a marketing point of view, it's the only way they'd label it.

Fill her till she's overflowing.

Then cry cos the bill is gonna be about 7 or 800 Canadian Pesos. (148 gal tanks)... then smile cos that's gonna give you 10 hours of flight time.
